Scope of Position


Performs a variety of professional level engineering duties in support of the Agency’s engineering design and construction projects related to area of assignment; performs a full range of engineering analyses; and responds to questions and inquiries from the general public, contractors, consultants, engineering professionals, and Agency staff regarding engineering information related to area of assignment.


The Civil Engineer classification is considered an experienced professional, fully functional in all aspects of an industry/technical field. Positions at this level serve as a senior technical resource and/or team leader providing advanced technical analysis and leadership to a functional area. This class level functions as a technical consultant to Agency management, staff, and vendors on engineering issues. A Senior Engineer works on complex problems or projects where analysis of situations or data requires an evaluation of variables using specialized technical concepts creatively and effectively. Duties assigned to individual positions will vary depending on area of assignment.


ESSENTIAL FUNCTIONS


• Perform professional level duties in support of assigned engineering design and construction programs; develop and apply design criteria, engineering standards, technical criteria, and quality control procedures; perform technical review of a variety of plans, agreements, and documents.


• Coordinate assigned activities with other divisions, departments and outside agencies; serve as liaison between project managers and engineering consultants and contractors; provide engineering assistance and technical expertise on assigned projects involving multiple consultants and contractors.


• Coordinate the schedule, scope, and budget of assigned projects or project element; provide updated schedule information as necessary.


• Provide support to assigned project managers by identifying critical engineering and utility issues; evaluate alternative solutions; provide recommendations for the preferred approach.


• Assist in the establishment of formal agreements on utility design and easements with individual utilities, agencies, municipalities, contractors and firms.


• Prepare or assist in the preparation of permits including WSDOT, FAA, counties, private companies, and city required permits.


• Respond to questions and inquiries from the general public, consultants, contractors, engineering professionals, and Agency staff regarding information related to area of assignment.


• Prepare and maintain a variety of records and reports concerning operations and programs related to area of assignment; maintain up-to-date contract drawings including developing and organizing project record drawings ("as-builts") during the course of construction.


• Attend and participate in professional group meetings; maintain awareness of new trends and innovations in the field of engineering; incorporate new developments as appropriate.


• Perform related duties as required.


Knowledge, Skills, & Abilities:


• Knowledge of operations, services, and activities of an engineering and construction program.


• Principles and practices of civil/utility engineering.


• Property acquisitions through condemnation.


• Recent developments, current literature, and sources of information related to innovations and trends in civil engineering design and development.


• Engineering maps and records.


• Principles and procedures of record keeping.


• Principles of business letter writing and basic report preparation.


• Modern office procedures, methods, and equipment including computers.


• Computer applications such as word processing, spreadsheets, statistical databases, CADD systems, and other specialized engineering related applications.


• Pertinent federal, state, and local laws, codes, and regulations.


• Ability to perform a variety of professional level engineering duties related to area of assignment.


• Perform engineering analysis.


• Collect, assimilate, and evaluate data and prepare recommendations related to assigned engineering projects.


• Prepare, review, interpret, analyze, and modify engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards and approved budgets.


• Prepare clear and concise administrative and technical reports.


• Utilize a range of computer applications including specialized engineering related applications.


• Understand the organization and operation of the Agency and of outside agencies as necessary to assume assigned responsibilities.


• Understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.


• Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, Agency staff, or other agencies on sensitive issues in area of responsibility.


• Work effectively under pressure, meet deadlines, and adjust to changing priorities.


• Establish and maintain effective working relationships with those contacted in the course of work.


• Skill in applying principles and practices of civil engineering related to area of assignment.


• Applying strong interpersonal techniques and demonstrating a consistent commitment and ability to work with diverse work groups and individuals.


Education and Experience - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


• A Bachelor’s degree from an accredited college or university with major course work in civil, utility, or geotechnical or a field or discipline related to the area of assignment.


• Five years of increasingly responsible engineering experience related to area of assignment.
