Job Purpose
Supports Company objectives by managing the Estimating department, developing cost estimates, analyzing proposals and requirements.
Essential Results
Makes bid / /no-bid decisions or recommendation to senior management, depending on project size.
Ensures cost estimates are done efficiently and accurately by managing the cost estimating function within the department and utilizing other resources as required. Coordinates efforts toward consistent production of reliable cost estimates, including development of cost analysis; ensuring consistent interpretation of specifications among estimators and with suppliers.
Engages project managers and others to develop work plans as necessary for each project depending on complexity and risk of the project. Coordinate efforts of all departments as needed.
Evaluates project risks and advises management of findings; integrates risk mitigation and management techniques into the cost estimate and work plan.
Ensures that the department is a data center for future potential work by ensuring that contributing departments are provided with all requisite information.
Ensures success of projects when awarded by integrating work plans developed during the estimating-bid phase and ensuring that they are turned over to production and project management for execution; assembling and submitting complete bids; ensuring consistent interpretation of specifications among estimators.
Manages development of bidding and pricing strategy for each job with other managers. Analyzes bid results and maintains on-going records of results and analysis.
Provides project and bid information and recommendation via Executive Summary to the CEO and the Board of Directors for bids over $3M and $5M, respectively.
Manages staff and is responsible for job results. Develops employees through training, monitoring and appraising job results.

Job Environment
Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shipyard. 90% normal office environment, 10% work in the production areas and aboard ships. Must be able to walk to and from job sites. While in production areas, will be exposed to all weather conditions, noise, dusts and odors. Must be able to climb inclined stairways and vertical ladders, and enter variety of confined shipboard spaces.. May be required to work more than 8-hour shifts and weekend work. May be required to lift up to 20 pounds. Local travel up to 10% of the time. Out-of-town travel (including air travel) up to 5% of the time with notice.
Education Qualifications
High School Diploma or GED Certificate. BA degree in Business or related field or equivalent work experience.
Experience Required
Minimum ten (10) years increasingly responsible experience in an estimating environment in a heavy manufacturing or marine industry. Minimum seven (7) years increasingly responsible experience in a supervisory capacity. Must have experience using Microsoft Corporation Windows and Office Suite of software. Must be highly proficient using MS Excel and MS Word. Must maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies. Must have experience working with production supervisors, trade coordinators, port engineers, craft supervisors, department Managers. Must have thorough knowledge of shipyard production procedures, government regulations, craft jurisdictions, ship repair methods and administrative procedures.
Necessary Skills
Excellent interpersonal and communication skills, both oral and written for constant interaction with all departments and employee levels and outside customers. Excellent negotiation skills necessary. PC skills required. Must be a well organized, detail and customer (internal and external) oriented self-starter. Must be able to read and comprehend work specifications, work orders, blueprints, contracts and technical publications. Ability to handle competing priorities and deadlines effectively and respond well to last minute, high priority, time sensitive projects. Ability to schedule, direct and organize work within a diverse department and coordinate work with other departments to maintain efficiency and facilitate group decision-making, team building and conflict resolution. Ability to lead, manage and motivate employees in an estimating office environment.
