Job Purpose:
Prepares cost estimates and bids, reviews and analyzes supplier quotes, and performs quality assurance of estimates and bids.
Essential Results:
Prepares estimates and bids for potential projects, typically but not exclusively commercial ship repair projects, both individually and as part of a team of estimators.
Effectively quantifies and communicates bid scope, risks, strategies, costs, schedules, and contract requirements to management and to project teams.
Creates, edits, and oversees preparation of bid forms and offer letters, and ensures timely and complete submittal of bids.
Performs quality assurance of estimates and bids, whether prepared by self or others, specifically addressing conformance to customer requirements, scope of work, project risks and execution strategies, contract and legal requirements, internal cost standards and performance histories, schedule requirements, facilities and manpower constraints, math errors, omissions and oversights, etc.
Evaluates risks and identifies alternatives and risk mitigation strategies for potential projects.
Effectively communicates and records contract requirements, project scope, and schedules to and from suppliers.
Coordinates and evaluates supplier quotes for completeness, responsiveness, scope of supply, schedule, and price.
Adheres to the company and customer estimating, bidding, and procurement policies and procedures, ISO-9001 Procedures, legal and ethics standards, and the regulations of various governing bodies.
Researches and identifies potential new suppliers.
Secondary Responsibilities:
Performs periodic analyses of estimating and bidding data on own initiative and as requested.
Represents the company in marketing activities and engages in direct customer contact.
Responds to change productively and contributes to team effort by accomplishing related results as needed.
Maintains liaison with Procurement Department managers to ensure solicitations executed by the Estimating Dept. conform to applicable procedures and regulations.
Job Environment:
Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shipyard. 80% normal office environment, 20% work in production areas and aboard ships. Must be able to walk to and from job sites. While in production areas, will be exposed to all weather conditions, noise, dusts and odors. Must be able to frequently climb inclined stairways and vertical ladders. May be required to work more than 8-hour shifts and weekend work. May be required to lift up to 20 pounds. Local travel up to 20% of the time. Out-of-town travel (including air travel) up to 5% of the time, normally with notice.
Education Qualifications:
Bachelor’s degree in technical or business field is strongly desired. AA degree with appropriate work experience may be acceptable.
Experience Required:
Minimum ten (10) years increasingly responsible experience in a ship repair production environment, including minimum of three (3) years estimating or subcontract management experience in a heavy manufacturing or marine industry. Knowledge of cost accounting systems, materials, procurement systems, and data processing systems. Experience using Microsoft Office applications. Broad knowledge of shipbuilding with a strong background in production realities. Knowledge of shipyard operations connected to subcontract management. Experience with cost/price analysis, bid analysis and market analysis. Knowledge of FAR and DCAA requirements and their application to the bid/estimating process.
Necessary Skills:
Excellent interpersonal and communication skills, both oral and written for constant interaction with all departments and employee levels and outside customers and suppliers. Excellent negotiation skills are required. Must be well organized, detail and customer (internal and external) oriented self-starter. Must be able to read and comprehend work specifications, work orders, blueprints, contracts and technical publications. Ability to handle competing priorities and deadlines effectively and respond well to last minute, high priority, time sensitive projects. Ability to schedule, direct and organize work within a diverse department and coordinate work with other departments to maintain efficiency and facilitate group decision-making, team building and conflict resolution. Must have advanced Excel skills and intermediate Word skills. Must have the analytical and computing abilities to research, quantify, analyze, and forecast cost and production rate data.
