Job Purpose
Provide Subject Matter Expert Oversight to all aspects of preservation work accomplished by Todd Shipyards Navy Programs. This is to include both MSMO contracts CVN and CMT. Establish and maintain positive communications with TODD Pacific Shipyard management and Government agencies to insure our performance meets Todd Shipyard and Government requirements and expectations for all aspects of Preservation work accomplished. Develop credibility for the preservation programs for Navy Work for Todd NP. Manage corporate QP-1 program.
Essential Results
Review Navy Projects work and documentation to insure preservation attributes are clearly identified and included.
Provide oversight to insure project personnel follow established processes and maintain focus on preservation elements. Monitor performance and accomplish analysis to assist Management with meeting established goals and expectations.
Review and approve all advance planning products developed by Todd and or Todd subcontractors related to preservation work including but not limited to the following: specs, estimates, schedules, proposals, sub c selections, test/inspection plans, process control procedures, etc
Assist the Director of Operations NP and the QA and ESH departments of Navy programs with management of those aspects as they relate to preservation.
Develop preservation training program for the Project team to enhance overall awareness and knowledge base.
Provide oversight, guidance, training and direction to the project team with regards to preservation work in progress.
Prepare detailed documents to clearly communicate Todd actions and policies to the Government. Assist the Project Team in the development of weekly status reports and corrective action plans related to preservation
Assist the Director of Operations and the Procurement Manager with orientation of preservation sub contractors Participate in SUB C selection committees for preservation work
Maintain and enforce those policies necessary to maintain Todds QP-1 Certification by providing training, direction and guidance to Todd managers and others to accomplish those steps that are required. Manage corporate QP-1 program including submittals, renewals, internal audits and required training.
Provide SME tech assistance as needed by Seattle facility Maintain SME status by continued participation in NSRP, SSPC, NAVSEA, and other technical organization events, seminars and training.
Secondary Responsibilities
Utilize PC-based software (e.g., word processing, flowcharting, spreadsheet, graphics, analysis, and presentation software) as improvement tools to enhance the development of data entry, reporting, analysis and demonstration of concepts. Represent the Navy Programs Department by acting as liaison with other departments and customers concerning Navy Projects preservation related issues. Respond to change productively and contribute to team effort by accomplishing related results as needed.
Job Environment
Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shipyard. 70% normal office environment; 30% of time spent in production areas in yard and aboard ships. May be required to be in production areas in yard and onboard ships
Education Qualifications
High School Diploma or GED Certificate required. BS in Environmental Sciences, engineering, mathematics, the basic sciences or related fields or equivalent experience preferred. Current QP-1 Program Management skills preferred. Must have current or previous qualifications for SSPC-C-7 Dry Abrasive Blaster Certification, MPCAC-14 Marine Plural Component Program certification, NAVSEA NBPI certification, PCS Protective Coatings Specialist, Water Jetting Program Certificate C-13, NACE Level II or NACE Level III International Coating Inspector course graduate.
Experience Required
Minimum fifteen (15) years of experience in the paint & preservation profession for an industrial manufacturer or shipyard. Minimum eight (8) years progressively responsible management experience. Well versed in NAVSEA Standard Items, SSPC qualifications & requirements, Experience in managing critical coated surface preservation, specification review, estimating background helpful, Title 29 CFR part 1915 – Occupational Safety and Health Standards for Shipyard Employment. Experience working in an ISO 9001/14000 certified environment, enforcement and interpretation of EPA, OSHA and NAVOSH Regulations, and military contracts preferred. Previous Naval Vessel preservation experience managing company QP-1 program a must. Must maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies. Experience using Microsoft Windows, Advanced Excel, Word and database programs. Must have thorough knowledge of shipyard production procedures, government regulations, craft jurisdictions, ship repair methods and administrative procedures.
Necessary Skills
Excellent interpersonal and communication skills, both oral and written for constant interaction with all departments and employee levels and outside customers. Excellent negotiation skills necessary. PC skills required. Must be a well organized, detail and customer (internal and external) oriented self-starter. Must be able to read and comprehend work specifications, work orders, blueprints, contracts and technical publications. Ability to handle competing priorities and deadlines effectively and respond well to last minute, high priority, time sensitive projects. Ability to schedule, direct and organize work within a diverse department and coordinate work with other departments to maintain efficiency and facilitate group decision-making, team building and conflict resolution.
