Executive Director - Human Resources
Job Description
This position’s responsibilities are to assume overall responsibility for administering a comprehensive Human Resources program to include recruitment, selection, orientation and assignment of employees.
ESSENTIAL FUNCTIONS
• Partners with administration to facilitate building, department, or district-wide personnel needs.
• Maintain effective relationships with department staff, district leadership, and labor groups.
• Advises superintendent and board of directors on personnel matters.
• Provide leadership in policy development and maintenance related to district personnel policies.
• Responsible for operating department in an efficient, flexible, and responsive manner to accommodate a variety of district needs.
• Will lead, supervise, and evaluate department staff.
• Responsible for leading district labor relation efforts and serves as spokesperson during negotiations.
• Administer collective bargaining agreements with various Associations.
• Will coordinate and oversee contract and benefits administration.
• Act as compliance officer for Affirmative Action and Title IX regulations and reporting.
• Provide leadership for the Diversity Partnership Committee.
• Responsible for overseeing department budget.
REPORTING RELATIONSHIPS
This position reports directly to the Superintendent.

Experiences frequent interruptions; required to meet inflexible deadlines; requires concentration and attention to detail; may occasionally deal with distraught or difficult individuals.
MINIMUM QUALIFICATIONS
Education and Experience
• Bachelor's degree in Business, Human Resource Management, or Educational Administration. Masters degree or higher preferred. Equivalent experience will be considered.
• Minimum of five (5) years of executive level administrative experience in educational administration. Equivalent experience may be considered.
• Knowledge and understanding of personnel administration, labor relations, and contract negotiations.
• Leadership qualities that demonstrate an ability to be innovative, as well as maintain responsible and trusting relationships.
• Experience working with diverse populations.
• Demonstrated effectiveness in leading and developing people.
Required Knowledge, Skills, and Abilities
• Forecasting, listening, planning, organizing, delegating, consensus building and conflict resolution through effective communications and other strategies.
• Contract and benefits administration.
• Legal issues in human resources; experience in conducting investigations.
• Supervising, evaluating, and leading human resource staff.
• Fiscal management, strong and ethical decision-making.
• ADA/504 regulations.
• Working cooperatively with staff, students, parents, and community (i.e. Team Bethel).
• Interpersonal relations, communications and problem solving.
• Understanding of sound professional development components for labor groups.
• Effective communications, oral and written.
• Compliance with Sexual Harassment policies and regulations.
Licenses/Special Requirements
• Requires fingerprinting and background check to determine that there have been no convictions involving physical molestation, abuse, injury or neglect of a minor.
