Job Purpose
Ensures a safe and compliant work environment through review, oversight and enforcement of Todd, Puget Sound Naval Shipyard, EPA, OSHA, NAVOSH and other applicable regulations and directives.
Essential Results
Administer and refine safety, health and environmental standards through communication of those requirements pertinent to Todd and its subcontractors for work accomplished on US Navy vessels.
Acts as a liaison between the company and its military customers on ESH matters, clearly stating the company positions concerning alleged issues.
Directly communicates with senior project leadership to raise ESH issues to the appropriate level and maintain focus on Safety and Environmental concerns.
Chair fact-finding bodies to investigate circumstances surrounding reportable injuries and accidents, maintain records and analyze data to report to senior project leadership.
Coordinate safety management processes which include; safety training for all employees, arranging new employee safety orientation training, updating safety training presentations and ensuring employee training records are updated accordingly.
Supervises staff and is responsible for job results. Develops employees through training, monitoring, mentoring and appraising job results.

Job Environment
Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in shipyards. 50% normal office environment, 50% work in the production areas and aboard ships. Must be able to walk to and from job sites. While in production areas, will be exposed to all weather conditions, noise, dusts and odors. Must be able to frequently climb inclined stairways and vertical ladders. May be required to work more than 8-hour shifts and weekend work. May be required to lift up to 20 pounds. Out-of-town travel (including air travel) up to 5% of the time with notice.
Education Qualifications
High School Diploma or GED Certificate required. BS in Environmental Sciences, Occupational Health and Safety, engineering, mathematics, the basic sciences or related fields or equivalent experience preferred. Current or previous HAZMAT qualifications helpful.
Experience Required
Minimum ten (10) years of experience in the safety profession for an industrial manufacturer or shipyard. Minimum three (3) years progressively responsible management experience. Well versed in Title 29 CFR part 1915 – Occupational Safety and Health Standards for Shipyard Employment. Experience to include working in an ISO 9001/14000 certified environment, enforcement and interpretation of EPA, OSHA and NAVOSH Regulations, and military contracts preferred. Previous marine experience is helpful. Must maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies. Experience using Microsoft Windows, Advanced Excel, Word and database programs. Must have thorough knowledge of shipyard production procedures, government regulations, craft jurisdictions, ship repair methods and administrative procedures.
Necessary Skills
Excellent interpersonal and communication skills, both oral and written for constant interaction with all departments and employee levels and outside customers. Excellent negotiation skills necessary. PC skills required. Must be a well organized, detail and customer (internal and external) oriented self-starter. Must be able to read and comprehend work specifications, work orders, blueprints, contracts and technical publications. Ability to handle competing priorities and deadlines effectively and respond well to last minute, high priority, time sensitive projects. Ability to schedule, direct and organize work within a diverse department and coordinate work with other departments to maintain efficiency and facilitate group decision-making, team building and conflict resolution.
