Job Purpose
Managing the corporate procurement system functions to assure best value throughout the procurement process. Evaluate and upgrade procurement functions through systematized, metricisized, repeatable processes. Evaluate and recommend solutions to procurement system issues as it relates to flow of information and decisions regarding procurement issues. Help resolve in process purchasing problems with systemic repeatable solutions.
Essential Results
Regularly reviews and alters procurement practices to assure best value is achieved throughout the purchasing process.
Monitors procurement functions and activities to identify deficiencies in cost, quality or cycle time and provides solutions to the organization in the form of guidance and training to continuously improve our purchasing system.
Responsible for central vendor management including oversight of the relationships and possible teaming arrangements.

Job Environment
30% office environment, 70% of time spent in production areas in yard and onboard ships. While in production areas, will have to frequently climb inclined stairways and vertical ladders. Must be able to frequently bend, squat, crawl and twist. Must be able to enter confined areas and tanks. Must be able to work at heights. While in production areas, will be exposed to all weather conditions, noise, fumes, dusts and odors. (When these conditions exist, the use of proper safety equipment is required). May be required to work more than 8-hour shifts and weekends. May be required to work out-of-town assignments.
Education Qualifications
AA degree in business related field or equivalent work experience. BA degree preferred. American Production and Inventory Control Society certification or Institute for Supply Management certification preferred.
Experience Required
Minimum ten (10) years inccreasingly responsible experience in material/inventory control in a heavy manufacturing or marine industry. Minimum five (5) years increasingly responsible management experience in a supervisory capacity. Must be familiar with budgeting, estimating, planning/scheduling principles and material procurement. Must have experience in working with subcontractors and negotiation. Working knowledge of Microsoft Windows, Excel, Word and database programs preferred. Working knowledge of F.A.R. procurement rules.

Excellent interpersonal and communication skills, both oral and written for constant interaction with all departments and employee levels and outside customers. Must be able to lead, manage and motivate employees in a technical environment. Must be able to develop and implement strategic plans. Must have the analytical ability to research problem areas. Must possess excellent organizational and negotiation skills. Must be a well organized, detail and customer (internal and external) oriented self-starter. Ability to exercise sound judgment, work well independently, prioritize duties and follow through tasks to completion. Must be able to handle competing priorities and deadlines effectively and respond well to last minute, high priority, time sensitive projects. Must be able to handle the pressure of constant interruptions. Must be able to schedule, direct and organize work within a diverse department and coordinate work with other departments to maintain efficiency. Must possess the ability to facilitate group decision-making, team building and conflict resolution. Must be able to work in a software-intensive environment including expected proficiency in data bases and use of Crystal Reports.
