Job Purpose
As a member of the program management team, manage the scope, time, cost, and quality of the depot level work that is accomplished under the Multi-Ship-Multi Option (MSMO) contract for Pacific Fleet Aircraft Carriers home-ported and/or visiting in Puget Sound. Plan and accomplishes work in the most efficient and cost-effective manner possible while ensuring that the contract requirements and the West Sound Navy Program business rules are met.
Essential Results
Understands the requirements of the contract and specifications, and assumes responsibility for assigned areas. Ensures that the estimate of the work assigned satisfies the customer and meets the requirements of the contract and the Shipway/Team One initiatives.
Ensures that assigned tasks, duties and responsibilities are completed in accordance with the contract and reference requirements and the WSNP process guidelines.
As a member of the Business Office, understands the requirements of contract negotiations and accomplishes: Scope Definition, Sub Contractor proposals, Change Order price analysis (COPA’s), Todd shop structure and is able to work with PSNS & IMF C/400 contracts and Ships building specialists.
Accomplishes negotiations with the appropriate Code 400 personnel, as principal assigned duty.
Ensures that all program Upkeep periods and CNO availabilities are planned/coordinated with the Planning Manager and staff.
Teams with the maintenance teams, WSNP office personnel, and all necessary Todd departments; Production, QA, Procurement, Safety and all Team Member Shipyards, to establish scope, cost, time and quality requirements for the work that is submitted to the MSMO for action and resolution to the satisfaction of all stakeholders
Promotes communication with other WSNP office personnel, the MSMO contract team member companies, and the ship’s maintenance team members, through active participation in meeting forums and processes, and internal WSNP meetings and processes.
Assists the WSNP Planning and Estimating Manager, WSNP Contracts Administrator, and WSNP Project Manager to ensure that all program efforts are managed in accordance with the Contract Evaluation Criteria and CDRLS.
Works with internal and external resources to resolve any problems and coordinate schedules.

Job Environment
Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shipyard. 65% normal office environment; 35% of time spent in yard production areas and onboard ships. Will be required to be in yard production areas and onboard ships. Must be able to walk to and from job sites. While in production areas, will be exposed to all weather conditions, noise, dusts and odors. Must be able to frequently climb inclined stairways and vertical ladders. Must be able to enter confined areas and tanks. Must be able to work at heights. May be required to work more than 8-hour shifts with minimal weekend work. May be required to work local waterfront jobs and on vessels underway. Must be able to frequently bend, squat, crawl and twist. May be required to lift up to 50 pounds. Local travel and out-of-town travel (including air travel) up to 5% of the time with notice.
Education Qualifications
High School Diploma or GED Certificate. AA degree or equivalent work experience.
Experience Required
Minimum of ten (10) years of increased responsibility in a shipyard supervisory/management capacity, with (5) years of Project management experience. Must have US Navy project Experience. Must have Planning and Estimating Experience. Must maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies Knowledge of cost accounting, material, procurement and data processing systems. Experience using Microsoft Windows, Excel, Word and database programs. Knowledge of OSHA and other environmental regulations. Must have thorough knowledge of shipyard production procedures, government regulations, ship repair methods and administrative procedures. Experience and a working knowledge of all specific operations of the department, including all machinery and tools. Familiarity with budgeting, estimating, planning/scheduling principles and material procurement.
Necessary Skills
Excellent interpersonal and communication skills, both oral and written for constant interaction with all departments and employee levels and outside customers. Ability to lead, manage and motivate employees in a production environment. Must be a leader and team builder. Must have the analytical ability to research problem areas and special requests. Must be a self-starter, well organized, detailed and customer (internal and external) oriented. Ability to read and comprehend work specifications, work orders, blueprints, contracts and technical publications. Ability to handle competing priorities and deadlines effectively and respond well to last minute, high priority, time sensitive projects. Ability to handle the pressure of interruptions. Ability to schedule, direct and organize work within a diverse department and coordinate work with other departments to maintain efficiency. Must possess the ability to facilitate group decision-making and conflict resolution. Must be able to react and perform in emergency situations.
