Job Purpose
As a member of the program management team, the successful candidate will manage the Scope, Time, Cost, and Quality of the Depot level work that is accomplished under the MSMO contract for Surface Combatants Ships Homeported and or Visiting in Puget Sound. Plan and accomplish work in the most efficient and cost-efficient manner possible while ensuring that the contract requirements and the Shipmain business rules are meet for assigned Items / Ships / Areas
Essential Results
Understands the requirements of the contract and specifications, and assumes responsibility for assigned Items / Ships / Areas. Acts as the main point of contract for assigned Items / Ships / Areas. Oversees and manages assigned production work through completion and satisfactory presentation to the customer (PSNS IMF, Code 450).
Ensure that assigned tasks, duties and responsibilities are completed: IAW the Contract and reference requirements, the Shipmain Business rules, and the ESNP processes guidelines
Work with ship maintenance teams, ESNP Hull Manager, and all necessary Todd Departments, Production, QA, Procurement, Safety and all Team Member Shipyards to develop Schedules to support all Stakeholders
Ensure that the requirements (scope and plan) are clear to the production workers and other supervisors from Todd and the Team Members. Ensure the supervisors and journeymen have the proper information to accomplish the work, including detailed work orders, sketches, drawings and schedules. Oversee and Manage production by ensuring that contract requirements are met but not exceeded. Coordinate activities with the other Program Management Office personnel and the MSMO contract Team Member Company’s production departments.
Ensure the work is started and progresses in the necessary manner to meet the customers need and contract requirements by coordinating with, and providing direction to all necessary Todd Departments, Production, QA, Procurement, Safety and all Team Member Shipyards.
Maintains progressing and constant updating schedules for Assigned Areas of Responsibility. Monitors production to ensure the dates on the major milestone and delivery schedules are met in the most cost-effective manner. Performs advance project budget and schedule reviews to circumvent potential problems.
Promotes communication with other Program Management Office personnel, the MSMO contract Team Member Company’s and the Ships Maintenance team Members, through active participation in the Shipmain meeting forums and processes, and internal ESNP meetings and processes.
Works with internal and external resources to resolve any problems and coordinate schedules.
Works with the CM Manager and Hull Manager to oversee all administrative functions and production personnel assigned to ESNP work.
Ensures compliance with Company & NAVSTA Everett Safety and Environmental requirements, and local, state, and Federal laws and regulations. Interfaces with the NAVSTA Everett Facilities personnel in conjunction with Code 450 personnel and IAW the MOU establishing our Facility and work rules at the base.
Secondary Responsibilities
Assist the CM manager and the Hull Manager to provide status reports / shipyard positions to the customer at project meetings and review conferences.
Enforces company policies and work rules.
Responds to change in a positive manner and productively contributes to the team effort.
Other duties as assigned.
Job Environment
Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shipyard. 40% normal office environment; 60% of time spent in yard production areas and onboard ships. Will be required to be in yard production areas and onboard ships. Must be able to walk to and from job sites. While in production areas, will be exposed to all weather conditions, noise, dusts and odors. Must be able to frequently climb inclined stairways and vertical ladders. Must be able to enter confined areas and tanks. Must be able to work at heights. Will be required to work more than 8-hour shifts and weekend work. May be required to work local waterfront jobs and on vessels underway. Must be able to frequently bend, squat, crawl and twist. May be required to lift up to 50 pounds. Local travel and out-of-town travel (including air travel) up to 5% of the time with notice.
Education Qualifications
High School Diploma or GED Certificate. AA degree or equivalent work experience.
Experience Required
Minimum of ten (10) years of increased responsibility in a shipyard supervisory capacity. Must have US Navy project Experience. Must maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies. Must possess knowledge of cost accounting, material, procurement and data processing systems. Experience using Microsoft Windows, Excel, Word and database programs. Knowledge of OSHA and other environmental regulations. Must have thorough knowledge of shipyard production procedures, government regulations, ship repair methods and administrative procedures. Experience and a working knowledge of all specific operations of the department, including all machinery and tools. Familiarity with budgeting, estimating, planning/scheduling principles and material procurement.
Necessary Skills
Excellent interpersonal and communication skills, both oral and written for constant interaction with all departments and employee levels and outside customers. Ability to lead, manage and motivate employees in a production environment. Must be a leader and team builder. Must have the analytical ability to research problem areas and special requests. Must be a self-starter, well organized, detailed and customer (internal and external) oriented. Ability to read and comprehend work specifications, work orders, blueprints, contracts and technical publications. Ability to handle competing priorities and deadlines effectively and respond well to last minute, high priority, time sensitive projects. Ability to handle the pressure of constant interruptions. Ability to schedule, direct and organize work within a diverse department and coordinate work with other departments to maintain efficiency. Must possess the ability to facilitate group decision-making and conflict resolution. Must be able to react and perform in emergency situations.
