Description
 
This position will process and coordinate the effective completion of work for wireless, wireline, franchises, various permits and easements.

WHO MAY APPLY: This position is open to all qualified King County career service members of the International Brotherhood of Teamsters, Local 117, Professional and Technical employees.

WORK LOCATION: Room 500 - 4th Avenue, Seattle, WA 98104

WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. Regular hours are Monday - Friday, 8 a.m. – 5 p.m.

 Job Duties:
Process and coordinate the processing of wireline agreements, wireless agreements and permit requests.
Process and research franchise requests and update computer records.
Draft ordinances and coordinate franchises through entire process.
Coordinate easement requests, custodial department approval or rejection, legal review, appraisal value and ordinance completion, when required.
Draft elements of complicated easements for review by the PAO, negotiate draft to completion, prepare ordinance and take through Executive and Council approvals.
Lead and assist the Real Property Agent II in the processing of Right of Way and Special Use permit submittals, including reviewing for completeness, coordinating various permit applications with King County custodial agencies, and issuing permits.
Represent the Real Estate Services Section at the Utility Technical Review Committee UTRC, Computer system Upgrades-Permit Integration, and other committees as needed.
Conduct field inspections to verify that the Special Use Permit work being performed is consistent with permitting.
 Experience, Qualifications, Knowledge, Skills:
Bachelors Degree in Business, Real Estate, or discipline applicable to the primary job duties of this position, and at least one year of experience in the real estate profession, or five (5) years of demonstrated work experience in a real estate profession.
Demonstrated use of real estate instruments and documents.
Professional experience of market data services and local real estate markets.
One year or more experience with federal, state and County policies, procedures, laws and regulations.
Professional knowledge of real estate finance.
Professional knowledge of real estate and land use law.
Demonstrated knowledge of appraisal techniques, procedures and legislation, including the Uniform Standard of Professional Appraisal Practice.
Professional knowledge of building construction, types and amenities.
Demonstrated knowledge of negotiation methods and/or procedures.
Demonstrated oral and written communications skills.
Demonstrated research and market analysis skills.
Demonstrated problem solving and analytical skills.
Demonstrated effective interpersonal skills.
Demonstrated skill in effective training or leading others, directly or indirectly.
Professional experience with exhibit preparation and presentation skills.
Demonstrated skill in reading and correcting maps, surveys, building construction plans and specifications prints.
Demonstrated skill in reading, writing and interpreting legal descriptions.
Professional level skill in the use of personal computers including word processing, spreadsheet and database management software.
Demonstrated effective skill in establishing interpersonal relationships with property owners and staff in other departments.
HIGHLY DESIRABLE QUALIFICATIONS:
Real estate license, International ROW Association designation or other real estate or regulatory related designation.
One year or more experience in permit processing.
 Supplemental Information:
SELECTION PROCESS: Applications will be screened for clarity, completeness and qualifications. The most competitive candidates may be invited to a panel interview. Finalists may interview with the supervisor. Reference checks will be conducted prior to any offer of employment.
