Job Summary:
Position will manage the Network, Database & Systems Operations Section of the KCIT-DNRP organization.
The position will be responsible for managing subgroups engaged in local area network administration, database administration, systems engineering, and support for specialized Solid Waste Division transfer station systems. Position will have a broad responsibility for systems, network, and database operations. Responsibilities will include budget development and management, project management oversight for multiple projects, coordination with managers from other IT functional areas to ensure the highest level of customer service and support, and representing DNRP on County-wide committees.
This position will report directly to the DNRP IT Service Delivery Manager.
Job Duties:
Plan and then manage the development and maintenance of DNRP's systems and network infrastructure. Oversee the management of department LAN Administration and desktop support, ensuring that the highest level of customer service is maintained.
Work with department business managers to develop both strategic and tactical plans for infrastructure and systems operations. Align system development plans with business needs and the County Strategic IT Plan. Develop an annual section budget based on planning efforts; allocating resources as needed. Coordinate with department business managers to setup fiscal tracking of both expenditures and labor (tracking of labor and expenditures back to the division/fund source).
Serve as a single point of contact for department and division business managers regarding systems and network operations.
Represent the department on County committees formulating technology policies and procedures. Work with staff from other KCIT-DNRP functional areas to ensure DNRP compliance with County policy, and develop department policy/procedures as needed.
Direct the work of other manager/supervisors and professional staff. Develop performance tracking criteria and do performance reviews. Work with HR staff on hiring and discipline as necessary.
Experience, Qualifications, Knowledge, Skills:
1. Knowledge of network, database and systems operations (desktop support, LAN Administration, systems engineering, database administration) and skill in managing a diverse information technology section; skill in analysis, design, development, implementation, maintenance, documentation and training.

Desirable Qualifications:
1. Bachelor's Degree with a minimum of 5 years information technology management experience in the areas of local area network operations, database administration, enterprise application support and desktop computing support.
2. Skill in overseeing technical analysis, design, implementation, maintenance, documentation, and training
3. Knowledge of IT project management principles and techniques including budgeting and resource allocation
4. Exercise independent judgment and initiative with minimal supervision
